So.. Is this supposedly American socialism?

No, it is not now nor was it then. Socialism is control of the means of production by the people, and all of these acts (arguably by their mere existence) relate to governmental regulation of ostensibly 'free' markets and private means of production (and therefore incidentally preclude the possibility of socialism). The 'system' in question is regulated capitalism and that is all it has ever been. It will never be socialism until we directly declare control of the means of production by the people. Public schooling, police and fire departments, even hypothetical nationalized healthcare are not 'true' socialism because they are not institutions of 'production'. When every citizen is a voting equal share owner of all means of production by birthright without 'purchasing' stock, and this is the result of law then 'socialism' will -- for the first time -- apply correctly.
